The Baldwin County Animal Shelter is designed house 56 animals, but a combination of events led the building to hold 158 in the past few weeks.
County Manager Carlos Tobar says it included a hoarding case involving 36 cats, a number of home evictions and the criminal arrests that led to animals needing to be brought to the shelter.
The Georgia Department of Agriculture placed a stop order on the shelter, which allowed the shelter to only take in animals for public safety concerns on a case-by-case basis. That included dog bits and aggressive animals. That order has been lifted.
